All owners of property subject to the Declaration of Covenants, Conditions and Restrictions for Melrose Homesites, dated January 9, 1997, are members of the Property Owners Association  The Duties and powers of the Association are set forth in the Declaration of Covenants, Conditions and Restrictions for Melrose Homesites, the By-laws of the Association, and the Articles of Incorporation.

 

According to our by-laws, which can be found on this site, “The basic purpose of the Association shall be to promote the common good and general welfare of owners of property in Melrose and to represent the said property owners in all matters in pursuit of these objectives.”

 

The Association is governed by a nine person Board of Directors, each serving a three year term.  Three Directors are elected by the Members at the Annual Meeting of Members, usually held in March.  The Board meets three times a year at the Resort and may participate in conference call meetings when there is an urgent need to address particular issues.  Formal minutes of all of these meetings are kept on file.

 

There are two standing committees:  Finance and Infrastructure.  The Finance Committee prepares and reviews budgets.  The Infrastructure Committee is responsible for the maintenance and improvement of all POA property, including the roads, road easements, signage and the area around Lake Fowler.  It also monitors the condition of privately owned lots to assure they are well kept and do not contain any safety hazards.


The Board appoints the members of the Architectural Review Board annually.  The ARB elects its chairperson.

 

The Board contracts with vendors annually to provide garbage disposal and security services.  The Board also addresses a variety of issues which may affect the property owners, such as the CBRA insurance concerns and beach renourishment. 

 

The Board communicates periodically through newsletters and written messages from the Board president.  This redesigned web site is an attempt to greatly improve communication.
